The UK Home Office has issued a "Technical Capability Notice" to Apple, requiring it to provide relevant access rights. It is reported that Apple may choose to stop providing encrypted storage services in the UK rather than violate its security commitment to global users. At present, neither Apple nor the UK Home Office has commented on this.
