PANews reported on April 9 that Wintermute announced the launch of a second-layer network (L2) platform called QuoteChain, which aims to integrate artificial intelligence, encryption technology and social media platform X (formerly known as Twitter). The platform distributes content based on users' social activities and is called "Twitter L2."

Currently, users can pre-register through the official website. They must meet the following conditions: have a verified X account, at least 50 followers, and the account registration time is more than 90 days.
