PANews (hereinafter referred to as "PANews" or "we") has always solemnly committed to protecting the privacy of users (hereinafter referred to as "users" or "you") who use PANews products and services (hereinafter referred to as "PANews Services"). By using or continuing to use PANews services, you agree to our collection, use, storage, and sharing of your information in accordance with this Privacy Policy.
I. Information We May Collect
(I) Information Not Personally Identifiable:
When you use PANews services, we may collect and aggregate information such as the user's source and access order. For example, we may record the source and browser software of each user using PANews services.
(II) Personal Identification Information:
When you use PANews services, we may collect and aggregate, or request, information from you regarding your personal identification, such as: personal identification documents (including ID card, passport, driver's license, etc.); date of birth, place of origin, gender, hobbies, personal phone number, facial features; online identity information (including system account, IP address, email address, and related passwords, passphrases, password protection answers, etc.); personal property information (transaction records, balance, coupons, game redemption codes, bank card information, etc.); communication information; personal internet browsing records and log information (including website browsing history, software usage history, click history, operation logs, etc.); device information (including device model, device MAC address, operating system type, device settings); unique device identifiers for software lists (such as IMEI/Android ID/IDFA/OPENUDID/GUID, SIM card IMSI information, etc., describing basic information about commonly used personal devices); location information (including travel information, precise location information, accommodation information, latitude and longitude, etc.). We collect your information primarily to make it easier and more satisfying for you and other users to use PANews services. PANews' goal is to provide all internet users with a safe, exciting, fun, and educational online experience. This information helps us achieve this goal. II. How We Collect and Use Information
(I) We will collect and obtain your information through the following channels:
- Information you provide. For example:
(1) Information you provide to us when registering for a PANews account or using the PANews service;
(2) Information you share with other parties through the PANews service, and information you store while using the PANews service.

Advertisers and other partners may place cookies and web beacons on PANews services. These cookies and web beacons may collect non-personally identifiable information about you for analysis of how users use these services, to send you advertisements that may interest you, or to evaluate the effectiveness of advertising services. We are not responsible for third-party cookies or web beacons. You can refuse or manage cookies or web beacons through your browser or user selection mechanism. However, please note that if you disable cookies or web beacons, we may not be able to provide you with the best service experience, and some services may not function properly. - To help you complete registration
To facilitate our service to you, you need to provide basic registration information, such as your mobile phone number and email address, and create your username and password. For some individual services, if you only need to use basic services such as browsing and searching, you do not need to register as a PANews user or provide the above information.
- Providing You with Goods or Services
The information we collect and use is essential for providing you with PANews services. Without this information, we cannot provide you with the core content of PANews services. For example:
(1) For some services, to facilitate delivery of goods or services to you, you need to provide the recipient's personal identification information, name, delivery address, postal code, recipient's name, contact number, payment status, etc. If you refuse to provide this information, we will be unable to complete the relevant delivery service. If you order goods or services for others through PANews services, you need to provide the aforementioned information of the actual orderer. Before providing us with the aforementioned information of the actual orderer, you must ensure that you have obtained their authorization and consent.
(2) To display your account's order information, we will collect order information generated during your use of PANews services for your display and to facilitate your order management.
(3) When you contact us, we may save your communication/call records and content or the contact information you leave, in order to contact you or help you solve problems, or record the handling solutions and results of related issues. (4) To confirm the transaction status and provide you with after-sales and dispute resolution services, we will collect your transaction, payment, and logistics information related to the transaction progress through the transaction counterparties, payment institutions, logistics companies, etc., that you select based on the transaction, or share your transaction information with the aforementioned service providers.
- Sending you messages
(1) Displaying and pushing goods or services to you. We may use your information, your browsing and search history, device information, location information, order information, to extract your browsing and search preferences, behavioral habits, location information, and other characteristics, and based on these characteristics, send you marketing information via email, SMS, or other means to provide or promote the following goods and services of us or third parties: Our goods and services, including but not limited to: instant messaging services, online media services, interactive entertainment services, social networking services, payment services, search services, location services, application software and services, data management software and services, online advertising services, social media, e-commerce, information and communication software and services (“Internet Services”); and third-party goods and services, including but not limited to: Internet Services, food and beverage, sports, music, movies, television, live performances and other arts and entertainment, books, magazines and other publications, clothing and accessories, jewelry, cosmetics, personal health and hygiene, electronics, collectibles, household utensils, appliances, home décor and furnishings, pets, automobiles, hotels, transportation and travel, banking, insurance and financial services, points and rewards programs, and other goods and services that we believe may be relevant to you.
(2) Send you notices. We may send you service-related notifications when necessary (e.g., when we suspend, change, or terminate a particular service due to system maintenance).
If you do not wish to continue receiving our push notifications, you may request that we stop sending them, for example, by following the unsubscribe instructions in the SMS messages or by setting your mobile device to no longer receive our push notifications; however, this does not apply to situations where we send messages as required by law or the service agreement for a particular service.
- Providing You with Security
To ensure the authenticity of your identity and provide you with better security, you may provide us with sensitive personal information such as proof of identity and biometric information like facial features to complete real-name authentication.
In addition to identity verification, we may use your information for customer service, security prevention, fraud monitoring, archiving, and backup purposes to ensure the security of the services we provide to you; we may use or integrate the information we collect about you, as well as information shared by our partners with your authorization or in accordance with the law, to comprehensively assess your account and transaction risks, conduct identity verification, detect and prevent security incidents, and take necessary recording, auditing, analysis, and processing measures in accordance with the law.
- Improving Our Services
We may use information collected through one PANews service for our other services. For example, information collected when you use one PANews service may be used in another PANews service to provide you with specific content or show you relevant, rather than general, information; we may involve you in surveys about PANews services to help us improve existing services or design new ones; and we may use your information for software updates.
You understand and agree that after collecting your information, we will use technical means to de-identify the data. De-identified information will not be able to identify you, and the processed information cannot be restored. In this case, we have the right to use the de-identified information to analyze the user database and for commercial purposes.
If we use your information for any other purpose not specified in this Privacy Policy, we will seek your consent in advance.
- Exceptions to Obtaining Authorization and Consent
According to relevant laws and regulations, your information may be collected without your authorization and consent in the following circumstances:
(1) Related to national security or defense security;
(2) Related to public safety, public health, or major public interests;
(3) Related to criminal investigation, prosecution, trial, and execution of judgments;
(4) For the purpose of protecting the life, property, or other major legitimate rights and interests of the information subject or other individuals, but it is difficult to obtain your consent;

(6) Information collected from legally publicly disclosed information, such as legitimate news reports or government information disclosure channels;

(8) Necessary for maintaining the safe and stable operation of PANews services, such as detecting and handling product or service malfunctions;
(9) Necessary for legitimate news reporting;
(10) Necessary for academic research institutions to conduct statistical or academic research based on public interests, and when providing the results of academic research or descriptions to the public, the information contained in the results is de-identified;
(11) Other circumstances stipulated by laws and regulations. III. Information We May Share, Transfer, or Disclose
(I) Sharing
Except in the following circumstances, we will not share your information with any third party other than PANews without your consent:

For example, we can inform the client how many people viewed their promotional information or purchased their products after seeing such information, or provide them with non-personally identifiable statistical information to help them understand their audience or customers.

To the extent permitted by laws and regulations, in order to comply with the law, protect the interests, property, or safety of us, our affiliates or partners, you, other PANews users, or the general public from harm, such as to prevent fraud and other illegal activities and reduce credit risk, we may exchange information with other companies and organizations. However, this does not include selling, renting, sharing, or otherwise disclosing information for profit in violation of the commitments made in this Privacy Policy.

We will sign strict confidentiality agreements with the companies, organizations, and individuals with whom we share information, requiring them to process information in accordance with our instructions, this Privacy Policy, and any other relevant confidentiality and security measures.
(II) Transfer

As our business continues to develop, we may undergo mergers, acquisitions, asset transfers, or similar transactions, and your information may be transferred as part of such transactions. IV. How We Retain, Store, and Protect Information
We retain your information only for the period necessary for the purposes described in this Privacy Policy and within the time limits required by laws and regulations.
Information collected and generated during our operations within the People's Republic of China is stored within China, except in the following circumstances:

(I) Data Security Technical Measures
We will adopt industry-standard security measures, including establishing reasonable systems and security technologies to prevent unauthorized access, use, or modification of your information, and to avoid data damage or loss. Our network services employ various encryption technologies. For example, in some services, we will use encryption technologies (such as SSL) to protect your information, encrypting and storing your information, and isolating it through isolation technologies. When using information, such as for information display and related calculations, we will use various data anonymization technologies to enhance the security of information during use. We will employ strict data access control and multi-factor authentication technologies to protect information and prevent unauthorized use.
(II) Other Security Measures We Take to Protect Information
We manage and regulate the storage and use of information by establishing a data classification and grading system, data security management standards, and data security development standards.
We implement comprehensive security control of data through confidentiality agreements for information users, monitoring, and auditing mechanisms.
We will also strengthen security awareness. We will also conduct security and privacy protection training courses to enhance employees' understanding of the importance of protecting information.
(III) We only allow PANews employees and partners who need to know this information to access it, and we have established strict access control and monitoring mechanisms for this purpose. We also require all personnel who may have access to your information to fulfill their corresponding confidentiality obligations. Failure to fulfill these obligations may result in legal liability or termination of cooperation with PANews.
(IV) We will take all reasonable and feasible measures to ensure that no irrelevant information is collected.
(V) The Internet is not an absolutely secure environment, and communication methods with other users such as email, instant messaging, social software, or other service software cannot be guaranteed to be fully encrypted. We recommend that you use complex passwords when using such tools and pay attention to protecting your information security.
(VI) The Internet environment is not 100% secure. We will do our best to ensure or guarantee the security of any information you send to us. If our physical, technical, or administrative safeguards are breached, resulting in unauthorized access, public disclosure, alteration, or destruction of information, and causing damage to your legitimate rights and interests, we will bear the corresponding legal responsibility.
(VII) Security Incident Handling
When communicating with third parties or purchasing goods and services through PANews services, you will inevitably need to disclose your information, such as contact information or postal address, to the counterparty or potential counterparty. Please protect your information carefully and only provide it to others when necessary.
To address potential risks such as information leakage, damage, and loss, we have established multiple systems that clearly define the classification and grading standards for security incidents and vulnerabilities, as well as corresponding handling procedures. We have also established a dedicated emergency response team for security incidents. In accordance with security incident handling specifications, we activate security plans for different security incidents, conduct loss mitigation, analysis, location, develop remedial measures, and collaborate with relevant departments to trace and combat the source of the incident.
In the unfortunate event of an information security incident, we will promptly inform you, in accordance with legal requirements, of: the basic situation and potential impact of the security incident, the measures we have taken or will take, suggestions for your self-protection and risk reduction, and remedial measures for you. We will also promptly inform you of the relevant circumstances of the incident via email, letter, telephone, push notification, etc. When it is difficult to notify each information subject individually, we will take reasonable and effective measures to issue a public announcement. Meanwhile, we will proactively report the handling of information security incidents as required by regulatory authorities.
Please understand that due to technological limitations and the limitations of risk prevention, even though we have tried our best to strengthen security measures, we cannot always guarantee 100% information security. You need to understand that the system and communication network you use to access PANews services may experience problems due to circumstances beyond our control.
V. How to Manage Your Information
(I) Access, Update, and Deletion
We encourage you to update and modify your information to make it more accurate and effective. You can access your information through PANews services and complete the modification, supplementation, and deletion yourself or request us to do so, according to the corresponding information management methods. We will take appropriate technical measures to ensure that you can access, update, and correct your own information or other information provided when using PANews services. When accessing, updating, correcting, and deleting the aforementioned information, we may require you to authenticate your identity to ensure information security. For your information collected through cookies and web beacons, we have also explained the selection mechanism provided to you in Section II, "Cookies, Log Archives, and Web Beacons," of this Privacy Policy.
(II) Public Disclosure and Sharing
Many of our services allow you to publicly share your information not only with your social network but also with all users of the service. This includes information you upload or post on the PANews service, your responses to information uploaded or posted by others, your personal information uploaded or published via email or in public areas visible to unspecified users on the PANews service, and location data and log information related to this information. Unless you delete the information you publicly disclose or share, it may remain in the public domain. Even if you delete shared information, it may still be independently cached, copied, or stored by other users or third parties beyond our control, or retained in the public domain by other users or such third parties. We are not liable for any information leaks caused by your public disclosure or sharing of information through the aforementioned channels. Therefore, we remind you to carefully consider whether to publicly disclose or share your information through the aforementioned channels.
(III) Account Cancellation
Under the conditions stipulated in the service agreement for each PANews service and relevant national laws and regulations, your PANews service account may be cancelled or deleted. When an account is cancelled or deleted, all service materials and data related to that account and under that specific service item will be deleted or processed in accordance with the service agreement for that specific service.
(IV) Changing the Scope of Your Authorization
You can always choose whether to disclose information. Some information is necessary for using PANews services, but the provision of most other information is up to you. You can change the scope of your authorization for us to continue collecting information or withdraw your authorization by deleting information, disabling device functions, etc.
When you withdraw your authorization, we will no longer be able to provide you with the services corresponding to the withdrawn authorization, nor will we process your corresponding information. However, your decision to withdraw your authorization will not affect the information processing previously carried out based on your authorization.
(V) Notice Regarding Sensitive Information
Some information may be considered sensitive information due to its special nature, such as your race, religion, personal health and medical information, as well as identity documents, personal biometric information, property information, whereabouts, and information about minors.
Please note that the content and information you provide, upload, or publish in the PANews service (such as photos or information about your social activities) may disclose your sensitive information. You should carefully consider whether to disclose your sensitive information when using PANews services.
You agree that your sensitive information will be processed in accordance with the purposes and methods described in this Privacy Policy.
VI. Third-Party Services
PANews services may link to social media or other services (including websites or other service formats) provided by third parties. These include:
(1) You can use the "Share" button to share certain content to PANews services, or you can use third-party services to log in to PANews services. These functions may collect your information (including your log information) and may install cookies on your computer to enable the above functions to function properly;
(2) We provide you with links through advertisements or other means in our services to allow you to access third-party services or websites;
(3) Other situations involving access to third-party services.
These third-party social media or other services are operated by the relevant third parties.
