User Registration Agreement

Welcome to PANews.

Please read the following terms carefully. If you disagree with any terms of this agreement, you may choose not to access PANews. Upon successful registration, whether you access PANews or publish any content (i.e., "Content") on PANews, it signifies that you (hereinafter referred to as "User," including but not limited to browsing users, individual authors, organizations, etc.) fully accept all terms under this agreement.

—General Provisions

Completing the registration process indicates that the user and PANews (including but not limited to the website, mobile application, and other platforms) have entered into an agreement regarding the services provided, and voluntarily accept all contents of this Service Agreement. Thereafter, the user may not raise any objection based on not having read the contents of this Service Agreement. After successful registration, PANews will provide each user with a user account and corresponding password, which the user is responsible for safeguarding. The user shall bear legal responsibility for all activities conducted and all content published under their user account.

I. Usage Rules

1.1 Users are responsible for the authenticity, legality, and validity of their registration information on PANews. Users are prohibited from impersonating others or other organizations in any way (including but not limited to using the names, avatars, nicknames, etc. of others); from publishing any information in the name of others or other organizations; and from maliciously using their registered accounts to mislead other users into believing they are others or other organizations. If a user violates the foregoing agreement, PANews has the right to terminate services to that user and reclaim their account at any time, and the user shall bear all legal liabilities arising therefrom independently.

1.2 To better protect the legitimate rights and interests of individual users and organizations on PANews, after successful registration, users can access their "Personal Homepage" on the PANews website to supplement and improve their true personal information, including but not limited to name, mobile phone number, email address, WeChat account, and company information.

1.3 PANews is a platform for sharing, disseminating, accessing, and exchanging information. Information published by users on PANews (including submissions, comments, and use of PANews' content and technical services) is public information. Other third parties can access this information through PANews. By publishing any information, users acknowledge that it is public and bear sole legal responsibility for their actions. Any information that users do not wish to be known by other third parties should not be published on PANews. Submitting articles to PANews constitutes agreement that PANews has the right to process the articles accordingly (including but not limited to deletion, editing, modification, translation, adaptation, annotation, or illustration) or refuse publication.

1.4 Users promise not to use PANews in any way, directly or indirectly, to engage in activities that violate Chinese laws, regulations, or social ethics. PANews has the right to delete any content that violates the above promise.

1.5 Users agree not to use PANews' services to create, publish, reproduce, or otherwise transmit information containing any of the following:

Content opposing the fundamental principles established by the Constitution;

Content endangering national security, leaking state secrets, subverting state power, or undermining national unity;

Content damaging national honor and interests;

Inciting ethnic hatred or discrimination, or undermining ethnic unity;

Undermining national religious policies, or promoting cults and feudal superstitions;

Spreading rumors, disrupting social order, or undermining social stability;

Disseminating obscene, pornographic, gambling, violent, murderous, or terrorist content, or inciting crime;

Insulting or defaming others, or infringing upon the legitimate rights and interests of others;

Content containing other content restricted or prohibited by Chinese laws and regulations or any other legally binding norms;

Content containing content that PANews deems unsuitable for display on PANews.

1.6 PANews has the right to review and supervise users' use of PANews. If a user violates any of the above provisions while using PANews, PANews or its authorized personnel have the right to require the user to correct the violation or directly take all necessary measures (including but not limited to modifying or deleting the user's posted content, suspending or terminating the user's right to publish or participate in content acquisition and exchange on PANews, and deleting the user's account) to mitigate the impact of the user's improper behavior.

II. Intellectual Property

PANews is a personalized information platform for information acquisition, sharing, dissemination, and exchange. We respect and encourage the content created and published by PANews users and are committed to protecting intellectual property rights as one of the fundamental principles of PANews' operation.

2.1 The copyright of all original articles, information, and comments published on PANews by users (including but not limited to ordinary users, individual authors, organizations, etc.) belongs to the user. Users may authorize third parties to use the content in any way without obtaining PANews's consent. However, if the information content is edited, modified, translated, adapted, or annotated by PANews, the user must obtain PANews's consent before authorizing third parties to use it.

2.2 All logos, layout designs, typesetting methods, text, images, graphics, etc., contained in the online services provided by PANews are protected by copyright, trademark rights, and other related laws and regulations. Without the consent of the relevant rights holders (including PANews and other original rights holders), the aforementioned content may not be directly or indirectly published, used, rewritten or redistributed for publication or use purposes, or used for any other commercial purpose on any platform.

2.3 To promote the sharing and dissemination of information, users grant PANews a free, irrevocable, non-exclusive license to use all content they publish on PANews. PANews has the right to use this content in various forms of products and services of PANews and its partners, including but not limited to websites and published applications or other internet products. After negotiating relevant rights with users (including but not limited to attribution, payment of certain remuneration, etc.) and obtaining authorization, PANews also has the right to use the content for other legal purposes beyond the aforementioned license, including but not limited to partial or complete reproduction, modification, adaptation, translation, assembly, disassembly, promotion, distribution, broadcasting, performance, interpretation, and publication.

2.4 If a third party wishes to reproduce content published by a user on PANews for non-commercial purposes outside of PANews, they must prominently indicate the original author's name at the beginning of the text, provide the original link, and indicate "Source: PANews." Furthermore, they must not modify or adapt the content without authorization. If modification or commercial use is required, the third party must contact PANews or the user for separate authorization, as per section 2.1 above, and use the content in the agreed manner.

2.5 PANews provides users with an "Exclusive Authorization, Reproduction Prohibited" option. Unless separate authorization is obtained from the original author and PANews is contacted via email ([email: hello@panony.com]), no third party may reproduce content marked "Reproduction Prohibited," otherwise it will be considered infringement.

2.6 When publishing creative or commentary content on PANews, users must guarantee that they are the copyright holder or have obtained legal authorization, and that the content will not infringe upon the legitimate rights of any third party. If a third party raises an objection regarding copyright, PANews has the right to rectify or delete the relevant content based on the actual situation and has the right to pursue the user's legal liability. The user shall bear full liability for any losses caused to PANews or any third party.

2.7 If any third party infringes upon the relevant rights of a PANews user, the user agrees to authorize PANews or its designated agent to issue warnings, file complaints, initiate administrative enforcement, file lawsuits, appeal, or negotiate settlements against the third party on behalf of PANews or the user, and the user agrees to participate in joint rights protection as deemed necessary by PANews.

III. Infringement and Rights Protection Rules

3.1 Handling Principles

As a personalized information acquisition and exchange platform, PANews will respect and protect the legitimate rights and interests of every user to the greatest extent possible within its scope of responsibility. PANews has not cooperated with any third-party individuals or organizations to conduct this business. All the following rules and handling procedures are subject to the responses from official PANews channels (including but not limited to private messages from officially certified personnel within the platform, official email, contact numbers, etc.).

3.2 Scope of Acceptance

PANews accepts reports of infringements on the legitimate rights and interests of individuals or organizations, including but not limited to malicious registration, impersonation, invasion of privacy, defamation, and commercial infringement.

3.2.1 Malicious Registration or Impersonation: Malicious registration or impersonation of others or other organizations using PANews registration IDs, including but not limited to using others' names/organizational names, avatars, nicknames, etc., to publish information, causing other users to be misled.

3.2.2 Infringement of Privacy: Content that directly involves the identity information of others, such as personal names, home addresses, ID card numbers, workplaces, private phone numbers, etc.

3.2.3 Rumors and Defamation: Content that directly names (including individuals and organizations) with insults, defamation, fabricated slander, or malicious defamation.

3.2.4 Commercial Infringement: Disclosure of corporate trade secrets and other information that cannot be publicly disseminated according to confidentiality agreements.

3.3 Reporting Conditions

If an individual or organization discovers content on PANews that infringes upon their legitimate rights, they can contact PANews via email (hello@panony.com). To ensure timely and effective handling of issues, please submit authentic, valid, complete, and clear supporting materials; otherwise, PANews will not accept the report. Specific formats and regulations are as follows:

3.3.1 The rights holder must provide proof of ownership of the allegedly infringed information or content, including trademark rights, copyrights, or other legally enforceable rights. If the reporter is not the rights holder, please provide written authorization on behalf of the rights holder.

3.3.2 Provide a full and clear description of the content that infringes upon the rights holder's legitimate rights, including the specific page address on PANews where the allegedly infringing personal information or content is located, and specify which information in the allegedly infringing content infringes upon the legitimate rights of the aforementioned rights holders.

3.3.3 The rights holder's specific contact information, including name, a copy of their ID card or passport (for individuals), a scanned copy of their business registration certificate, mailing address, telephone number, and email address. 3.3.4 Please include the following statement regarding the veracity of the reported content in your infringement report:

I am the legal rights holder of the infringing information;

I am reporting that registered user information or content posted by users on the PANews website infringes upon my corresponding legal rights;

If this infringement report is not entirely true, I will bear all legal responsibilities arising therefrom.

3.4 Processing Procedure

The reporter should understand that due to the supervisory nature of the online platform, not all applications must be accepted. PANews will review and respond within seven working days of receiving the report materials.

The reporter should understand that as a personalized information acquisition and exchange platform, PANews allows for different viewpoints and voices. No individual or organization may request PANews to accept applications for content deletion, modification, or retraction based on vague expressions such as "negative" or "not objective." If an individual or organization believes that the information content is inaccurate or inconsistent with the facts, they must specify which parts of the content are inaccurate or inconsistent with the facts, provide corresponding supporting materials, and submit them to the email address (hello@panony.com) for processing.

IV. Disclaimer

4.1 As a personalized information acquisition and exchange platform, PANews has the right, but not the obligation, to review all content published by users.

4.2 PANews cannot guarantee the authenticity and accuracy of information content created and published by PANews users, and publishing such information does not imply that PANews confirms its descriptions or agrees with its views.

4.3 All information content provided by PANews is for user reference and exchange only and does not constitute business advice or other practical operational opinions. PANews has the right to handle infringing information based on relevant evidence and in accordance with laws and regulations such as the Tort Liability Law of the People's Republic of China and the Regulations on the Protection of the Right to Disseminate Information Online.

4.4 PANews does not guarantee that its network services will meet users' needs, nor does it guarantee uninterrupted service. PANews shall not be liable for any service interruptions or other problems caused by force majeure or other reasons beyond its control, but promises to minimize the impact and losses on users.

4.5 Users acknowledge and agree that PANews shall not be liable for any accidental leakage of user data caused by force majeure or other reasons beyond its control (such as network security vulnerabilities, hacker attacks, etc.), but promises to minimize the impact and losses on users.

4.6 Given the special nature of internet services, users agree that PANews has the right to change, suspend, or terminate some or all of its network services at any time. PANews is not required to notify users or assume any liability to any user or third party in the event of any changes, interruptions, or termination of its network services.

V. Agreement Modification

5.1 In accordance with changes in relevant internet laws, regulations, and normative documents, or due to business adjustments and development needs, PANews has the right to modify this Service Agreement and related agreements for each individual service as necessary, through reasonable means such as issuing announcements on its website. Users should promptly review and understand the modified content of the relevant agreements when using the services and consciously abide by this Service Agreement and other related agreements for individual services. Continued use of the services covered by this Agreement constitutes acceptance of the modifications; users who disagree with the modifications have the right to discontinue using the services covered by this Service Agreement.

5.2 To the maximum extent permitted by applicable laws and regulations, PANews reserves the right of final interpretation of this User Agreement.

VI. Applicable Law

6.1 The conclusion, execution, interpretation, and dispute resolution of this Agreement shall be governed by Chinese law.

6.2 If any dispute arises between the parties concerning the content or performance of this Agreement, the parties shall endeavor to resolve it amicably through negotiation; if the negotiation fails, the dispute shall be submitted to the China International Economic and Trade Arbitration Commission for arbitration. The arbitral award shall be final and binding on both parties.
