South Korea's FSC proposes expanding tokenized securities to stocks and bonds

South Korea's Financial Services Commission has published a draft revision that would allow traditional securities including stocks, bonds, and funds to be tokenized on distributed ledgers. Under the proposed rules, electronic securities would require participation from an electronic registration institution and at least two account management institutions. The FSC also plans to let securities issuers act as issuer account managers, provided they hold minimum capital of 40 billion won and maintain dedicated compliance and IT personnel. This marks a significant step toward mainstream securities tokenization in Korea.

China's digital yuan international operations center reported that 39 additional domestic and foreign financial institutions have submitted applications to join the CBETS cross-border settlement platform since late September, following the initial batch of 26 signatories. The platform supports bilateral connections with foreign central bank payment systems and legal digital currency systems, as well as direct access for overseas financial institutions. The digital yuan's cross-border services now cover both trade settlement and cross-border personnel movement.

Apollo backs $15 billion AI infrastructure project in Japan

Drift Foundation identifies North Korea-linked group behind $295 million exploit

The Drift Foundation has released an update on its April 1 exploit that drained approximately $295.4 million, with about $9.2 million of stolen funds now frozen. Mandiant identified the attacker as UNC6862, a threat group linked to North Korea. Of the approximately 130,259 ETH moved cross-chain to Ethereum, about 107,165 ETH across three wallets remain unmoved, while one wallet transferred roughly 23,094 ETH into Tornado Cash on July 23. Recovered funds will enter the DFX compensation pool, and Drift has partnered with Bybit on a public bounty offering 10% rewards for successful recoveries.

TheDAO Security Fund's ETHSecurity Initiatives has launched its second funding round, allocating $600,000 toward formal verification of the Vyper compiler.
