Binance hacker launders $242 million via Tron, Gate freezes linked accounts

The attacker behind the historic $6.3 billion Binance theft has laundered approximately $242 million through the Tron network alone in the two days since the breach, according to on-chain analyst SomaXBT. Of the roughly $628 million in stolen assets held on Tron, about $249 million remained transferable after Tether froze 378.7 million USDT. Around $194 million of laundered funds moved off Tron via bridges and swap services, with $48 million going through Relay, $44 million through THORChain, $32.1 million through Chainflip, and $16 million through Symbiosis. Gate separately confirmed it had identified and frozen two accounts linked to the attacker after receiving $250,000 in exploited funds within 12 hours, pledging full cooperation with law enforcement.

Binance records net outflows of $3.64 billion after resuming withdrawals

Binance processed $4.649 billion in withdrawals against $1.01 billion in deposits between 14:00 and 23:30 Beijing time on November 1, resulting in net outflows of approximately $3.64 billion — just 2.10% of its $171 billion total assets based on the October 28 proof-of-reserves snapshot. The exchange said withdrawal volume spiked initially but has since stabilized, while deposits remain elevated. Binance completed a fresh reserves snapshot on October 31 and expects to publish the updated report on November 2. The phased resumption began with Bitcoin and progressively covered 15 networks and assets including Ethereum, BSC, XRP, Solana, Tron, Avalanche, ZEC, TON, and SUI.

China's Communist Party vows to crack down on crypto-enabled corruption

The Chinese Communist Party's Central Committee has pledged to "resolutely crack down" on corruption carried out through virtual currencies, blockchain, and cross-border capital flows, according to a decision adopted at the fifth plenary session on October 29. The document calls for deeper investigation into new forms of hidden corruption including expected-benefit schemes, nominee shareholding, "white glove" intermediaries, and revolving-door relationships between government and business. It also prioritizes cases involving collusion between officials and business interests and capital infiltration into politics, alongside building a digital disciplinary inspection system and expanding a big-data public-power supervision platform. The directive signals Beijing's continued tightening of crypto-related enforcement despite its generally restrictive stance toward the sector.

Hong Kong SFC plans cybersecurity framework for licensed firms to counter AI threats

Hong Kong's Securities and Futures Commission will formulate a cybersecurity framework for licensed institutions, with higher requirements for higher-risk firms, to strengthen defenses against AI-driven cyber threats. Speaking at Hong Kong FinTech Week 2026, SFC CEO Julia Leung said the regulator will issue principle-based practical guidance for AI applications with greater autonomy, maintaining human accountability and oversight throughout workflows. Leung also noted that Hong Kong institutions are leading in tokenization, but stressed that tokenization must deliver real economic benefits to achieve scale.

South Korea's central bank surveys banks on virtual asset market exposure

The Bank of Korea has launched a market monitoring exercise, requesting 18 banks — including the five major lenders KB, Shinhan, Hana, Woori, and NH Nonghyup — and 13 securities firms to report on their virtual asset-related business progress and risk assessments. The survey covers organizational structure, budget allocation, market entry status, and risk management measures for virtual asset businesses. It also examines the potential impact on financial institutions if South Korea's largest crypto exchange suffered a major disruption such as a large-scale hack.

Anthropic targets $3.5 billion from Japanese investors in upcoming IPO

AI company Anthropic plans to sell shares worth up to 552.9 billion yen (approximately $3.5 billion) to Japanese investors during its U.S. listing, according to regulatory filings. Proceeds from the new shares issued to Japanese investors will supplement working capital and cover operating expenses and capital expenditures. The filing did not disclose the IPO size or valuation, though Reuters previously reported discussions around a $1.5 trillion valuation. The move underscores strong Japanese institutional appetite for AI exposure amid the sector's global capital-raising wave.
