10月29日，在由Web3基金会主办的Web3大会上，万向区块链实验室首席经济学家邹传伟演讲表示：区块链不改变复式记账法，也不改变资产和负债等概念，区块链改变的是产权和交易的记录方法。在谈及稳定币时，邹传伟表示： 1. 基于非足额法币储备的单一货币稳定币在常态下可行，有货币创造和铸币税； 2. 合法合规的基于足额法币储备的单一货币稳定币主要是一个支付工具，不会有货币创造，不影响货币主权，金融风险可控； 3. 单一货币稳定币会强化强势货币的地位，侵蚀弱势货币的地位； 4. 主要国家对单一货币稳定币的监管将越来越完善； 5. Libra 1.0方式的一篮子货币稳定币，在机制设计上有缺陷。
