中国银行原副行长王永利在新浪财经发文指出，央行将其投放的数字人民币定位于流通中现金（M0），不代表数字人民币就必须严格按照现金的式样和支付运行模式进行设计与管理。其次，央行投放的数字人民币定位于M0，不代表所有的数字人民币只能由央行投放，只能局限于替代现金。再次，央行有可能在数字人民币运行上实现全用户、全流程的监控。央行拥有数字人民币最完整的用户信息和交易数据，就可以最大程度低削弱商业性金融机构，特别是互联网平台型公司在大数据方面的垄断地位和优势，更有利于全社会的公平竞争和消费者权益保护。
