美国通货监理局 OCC 拟议新法规，将禁止大型银行歧视合法但不受欢迎的企业，包括石油和天然气公司、独立的 ATM 运营商和加密货币企业。根据该项法规提案，银行只能基于「预先订立的的风险量化标准」（而非迫于政治压力）拒绝为客户提供金融服务。值得注意的是，OCC 目前由 Coinbase 前首席法律官 Brian Books 领导。
