中国证监会科技监管局局长姚前表示，2020年《OECD/G20关于实现包容性数字税框架的“双支柱”路径的声明》提出的“用户参与”方案认为，用户数据是社交媒体、搜索引擎以及电子商务等数字经济业态价值的创造基础，因此赋予了用户所在国向相关数字平台征税的权力，且无论数字平台是否在本国有实体存在。同时，对跨国平台企业征收数字税，亦有助于维护来源地税收管辖权。
