크립토슬레이트에 따르면 국제결제은행(BIS)이 중앙은행 감독과 민간부문 역할을 결합한 하이브리드 소매 CBDC 모델을 제안했다. 중앙은행은 CBDC 발행 및 인프라에 대한 거버넌스를 유지하는 동시에 사용자 관련 책임을 민간 중개자(Intermediaries)에 위임할 수 있으며, 중개자는 KYC 검증, 월렛 관리 등 기능을 처리하게 된다. 이를 통해 CBDC 배포 및 사용자 상호작용성을 최적화한다는 설명이다.
