The notice emphasizes strengthening the high-quality supply of public data resources, relying on technologies such as blockchain and privacy computing to build infrastructure for the development and utilization of public data, and establishing mechanisms for on-chain storage of key elements and data traceability. It also calls for strengthening blockchain network capabilities. Specifically, it emphasizes the in-depth promotion of the construction of the National Blockchain Network (Shanghai Hub), strengthening basic capabilities such as distributed digital identity, privacy computing, and cross-chain services; promoting the construction of on-chain trusted data service centers for customs, taxation, maritime affairs, and foreign exchange management, accessing key data resources from national ministries and commissions, and improving industry regulatory efficiency. Finally, it outlines the implementation of the national trusted data space pilot task, applying blockchain technology to create a Shanghai solution.
Accelerate research and development of blockchain technologies such as heterogeneous fusion chips, homomorphic encryption, layered multi-chain, and cross-chain collaboration to form a new generation of open permissioned blockchain technology system and standards.
