SEC Chairman Atkins reiterated the "Crypto Capital of America" strategy, which will drive reforms in on-chain capital markets.

PANews reported on May 30 that Paul Atkins, Chairman of the U.S. Securities and Exchange Commission (SEC), stated in his speech at the 2026 Reagan National Economic Forum that the SEC is comprehensively overhauling its regulatory framework to implement the Trump administration's goal of "making the U.S. the global crypto capital." Atkins revealed that the SEC has launched "Project Crypto" and is collaborating with the Commodity Futures Trading Commission to promote on-chain market capitalization, clarify the classification of digital asset securities, and study innovative exemption mechanisms for tokenized securities and regulatory rules for on-chain trading systems.

Atkins criticized the previous SEC's "regulatory crackdown" approach to the crypto industry, which he claimed led to a large number of innovative projects flowing overseas. He emphasized that the SEC will focus on regulatory clarity, reduce unnecessary disclosure requirements, and advance the "Make IPOs Great Again" reforms to lower the barriers to entry for companies. Furthermore, he announced that the SEC has formally proposed repealing the climate disclosure rules introduced by the previous administration, stating that regulation should return to its core mission of protecting investors, maintaining markets, and promoting capital formation. Overall, the speech sent a clear signal of further relaxation of regulations on US capital markets and digital assets, and encouragement of innovation.
