2020年1月3日，北京市推进全国文化中心建设领导小组正式发布《关于推动北京音乐产业繁荣发展的实施意见》，提出了十项重点工作五大保障措施，即“北京音乐十五条”。针对当前盗版泛滥的情况，《意见》提出加强音乐产业版权服务。支持建立音乐版权分发服务体系、数字音乐版权管理及分发服务平台、版权资产全链条服务平台。设立北京市音乐版权保护援助中心；以区块链、卫星授时等相关技术为支撑，打造全网版权监测与快速维权中心。
