3月2日消息，隶属于哈桑·鲁哈尼总统办公室的智库——伊朗总统战略研究中心发布了一份详细的报告，强调了该政权使用加密货币产生额外收入的必要性。报告称，加密货币行业可以为该国经济的几个不同部门带来经济效益。如果政府严正干预，每天可以从加密货币中获得200万美元的收入，每年可以从加密货币中获得7亿美元的直接收入。报告称，整个比特币网络的交易费用每年将为伊朗政府带来2200万美元的收入。 报告还指出，在伊朗建立更多的设施，如比特币矿场，将有助于增加就业：“如果建立大型矿场，就会增加对监控、维修、安保、电气工程师和软硬件设备相关技术人员的雇佣需求，这将导致其他行业的就业机会增多。”报告还称，伊朗受监管的加密货币活动也可能通过减少人们购买数字货币的需求，帮助阻止外币流出，申请人将使用里亚尔购买加密货币。报告还特别指出了比特币规避对伊朗制裁的能力，并在最后建议政府在处理加密货币时采用“灵活性”的方法，允许在伊朗进行加密货币的“集体挖矿”，在可能的情况下在发电厂旁边创建矿池，并对所有矿工采取单一政策。它还强调了立法透明度和确保遵守一套统一规则的重要性。（Iran Wire）
