10月12日，Ripple首席执行官Brad Garlinghouse发推，对其近期有关美国司法部执法框架相关言论做出澄清称，Ripple是一家美国公司，并遵守和支持诸如AML等重要法律。Ripple并不是在寻求逃避美国监管。然而此前美国司法发布的执法框架列出了8种不同的观点。他称，监管不应该是一个猜谜游戏。且更糟的是，一些监管机构并不维护美国公司。他强调，缺点一个国家监管框架，正使美国的创新和美国企业处于极其不利的地位。而企业所要求的只是一个公平的竞争环境。对此，如果Ripple需要搬到另一个国家去实现这一点，那么这就是Ripple必须走的道路。而在此前10月9日，Brad Garlinghouse已对加密框架表示不满称，除非有更明确的指导方针，否则公司将把他们的投资(或整个公司)转移到海外。
