2019年10月19日，中国信息通信研究院组织的可信区块链推进计划第四次全会在西安召开。在本次全会上，财政区块链电子票据项目组召开启动会，启动白皮书与标准的制定，旨在形成行业共识，共建联盟标准，促进产业互通和行业发展。本次启动会由项目组组长单位蚂蚁金服主持，来自17家单位的20多位代表参加了本次会议。
