10月30日，中国银行原副行长、深圳海王集团首席经济学家王永利发文表示，现在还鲜有国家宣布允许加密货币可以作为货币在本国自由流通。因为这样做，势必会冲击本国法定货币的流通和管理。在所在国家没有宣布允许加密货币可以作为货币自由流通的情况下，PayPal要在其多达2600万家商户的庞大网络体系上直接使用加密货币进行商品标价和结算，恐怕是很难得到货币当局或监管部门许可。王永利还表示，实际上，PayPal公司也声明，其用户可以用加密货币在其网络上购物，但仍需以法定货币进行结算，即商家仍是以法定货币标价和结算，不会接受加密货币付款。购买者实际上是需要先通过PayPal提供的兑换服务，将加密货币兑换成法定货币后才能完成购物支付。他还指出，在中国，任何单位都不可用加密货币（数字代币）进行商品标价和结算以替代人民币在市场上的流通。
