中国社科院程炼：数字人民币在实施中可能仍需额度限制

中国社科院金融研究所研究员、金融政策研究中心副主任、国家与金融实验室学术委员会秘书长程炼认为，数字人民币将来在实施中可能仍需额度限制，以防止数字现金的兑换随着利率波动而大幅变化，否则不仅会导致金融风险，而且对商业银行来说也会造成很大打击，包括迫使银行持有更多流动性，甚至有可能导致商业银行不得不进行高风险投资以缓解资金成本上升所导致的盈利压力。离线的碰一碰功能也有风险，这意味着一旦程序被破解，有不良企图者就可能利用离线期间进行交易欺诈。因此最好还是通过限额方式使数字人民币保持“零钱”的地位，相应风险会小很多。此外，他还表示，数字人民币跨境使用，在理论上完全成立。
