苏州市人民政府发布通知，“双12苏州购物节”数字人民币消费红包采取“摇号抽签”形式发放，抽签报名通道自12月5日0时正式开启，持续至12月6日24时，12月11日公布中签结果。预约登记系统报名的苏州市民必须近三年（按月）在苏州大市范围内有一笔（或以上）正常社保缴费记录，或者户籍或暂住地在苏州大市范围内。中签人员可于12月11日20时至12月27日24时通过“数字人民币APP”至苏州地区指定线下商户进行消费，也可通过京东商城进行线上消费。
