크립토슬레이트에 따르면 미국 비영리단체 사토시액션펀드(Satoshi Action Fund)의 최고경영자(CEO)인 데니스 포터(Dennis Porter)가 비트코인 전략적 준비자산 도입을 위한 잠재적 행정명령 초안을 공개했다. 해당 법안은 18개월의 시범기간 동안 미국 재무부의 외환안정기금(ESF) 총 포트폴리오의 최대 2%를 초기 할당하는 내용을 담고 있다. 또한 미국 정부가 압수한 비트코인을 활용하는 방안을 포함하고 있다.
