외신에 따르면, 도널드 트럼프 미국 대통령이 13일(현지시간) 기자회견에서 "관세를 피하기 위해 다른 국가를 통해 상품을 운송하는 수단은 허용되지 않을 것"이라고 말했다. 또 그는 "정부의 관세 계획에는 관세와 함께 부가가치세, 기타 장벽도 고려될 것이다. 상무부 장관 하워드 루트닉(Howard Lutnick)이 상호 관세 계획을 수립할 것"이라고 덧붙였다.
