블록체인 상호운용 프로토콜 엑셀라(AXL) 재단이 브라이언 브룩스(Brian Brooks) 전 미국 통화감독청(OCC) 청장 대행을 기관 자문위원회(Institutional Advisory Board)의 자문 위원으로 영입했다고 발표했다. 브룩스는 코인베이스 최고 법률 책임자(CLO), 스트래티지 이사직 등을 역임했다.
