PANews reported on February 26 that according to comprehensive reports from multiple media, US President Trump announced that a new program called "Golden Card" will be launched within two weeks. The program allows foreign investors to obtain US permanent residency and naturalization by paying $5 million. US Secretary of Commerce Lutnick pointed out that the program may replace the existing EB-5 investment immigration program. Russian oligarchs may be eligible for the Golden Card. The EB-5 program requires immigrants to invest $1 million in the United States or $500,000 in high unemployment areas and create 10 jobs for two consecutive years to obtain a two-year temporary green card. 90 days before the expiration of the two-year period, if the investment behavior of the project and the jobs created still exist, the investment immigrant can apply for a permanent green card.
Trump said the "gold card" program is designed to attract wealthy and talented individuals to contribute to the U.S. economy. The Trump administration believes the program can be implemented without congressional approval.
