PANews reported on April 9th, citing Politico , that the US Senate is divided over a key crypto bill's "developer liability exemption" clause. This clause, within the framework of the Blockchain Regulatory Certainty Act , aims to exempt developers of non-custodial DeFi software from registering as "money transferors" and fulfilling anti-money laundering obligations if they do not control user funds. Law enforcement groups such as the National Sheriffs' Association and the National District Attorneys Association have written to Congress arguing that this move will weaken the ability to combat financial crime and create a regulatory vacuum. Senate Banking Committee Chairman Tim Scott , who spearheaded the legislation, and crypto industry groups maintain that the clause aims to correct abuses of existing laws and protect developers who release code from being held accountable as "money changers." The two sides are currently negotiating a compromise.
