PANews reported on May 14th that, according to crypto journalist Eleanor Terrett on the X platform, bipartisan senator group negotiations aimed at getting Democrats to reach a more favorable position on at least two pending Clarity Act issues ended without result tonight (Wednesday evening local time). Republican lead negotiator Cynthia Lummis stated that they had reached agreement on 99% of the bill's content and hoped that bipartisan colleagues would resolve the remaining 1% after the committee passes the bill. Democrats Adam Schiff and Ruben Gallego, among others, demanded compromises on ethical and conflict-of-interest issues before tomorrow's (Thursday) hearing as a condition for supporting the bill. Other Democrats raised concerns about the Blockchain Regulatory Certainty Act (BRCA) provisions, which aim to protect non-custodial software developers from prosecution under the Money Transmission Act.
Reportedly, negotiations made progress on ethical issues, but a final disagreement over amendments to the BRCA clause stalled an agreement. It remains unclear how the five pro-crypto Democrats on the committee will vote, and deliberations are expected to proceed along party lines.
