The report stated that the US government responded to the proposal, rejecting Tehran's offer and "reiterating its hardline stance," particularly on the nuclear issue. Iran's proposal was based on a two-phase negotiation process: the first phase aimed to end the war on all fronts; if Iran's conditions were met, a second phase of negotiations on the nuclear issue would begin.
