Binance is partnering with Ho Chi Minh City to support Vietnam's development of an international financial center in the city.

PANews reported on November 26th, citing Techinasia, that the Ho Chi Minh City Finance Department and Binance signed a Memorandum of Understanding on November 26th to support Vietnam's development of an international financial center in the city. The agreement, signed during the 2025 Autumn Economic Forum, covers attracting investors, developing a legal framework for digital assets and blockchain, and providing regulatory sandbox support for digital asset projects. The two parties will also collaborate on initiatives targeting startups and SMEs utilizing digital technologies and provide training and workshops for regulatory agencies. A joint working group will be established to oversee the project and its implementation.
