10月12日，第三届数字中国建设峰会数字政府分论坛在福州召开。中国工程院院士、阿里云创始人王坚表示，城市大脑的实践完全得益于政府的数字化转型。他指出，城市大脑是跑在云计算上的，数据资源实际上是流动在区块链上的，而数据的价值是靠智能技术来实现的。其实，这几个因素在城市大脑中综合体现出来，就是一个完整的技术体系。
