10月27日，在第六届区块链全球峰会上，波卡创始人Gavin Wood表示，波卡将采用模块化区块链框架工具Substrate构建框架。Substrate是一个模块化的区块链框架，它包含各种工具和支持基础架构，比如教程，视频，研讨会，文档等的区块链编程框架。同时，Substrate使用Rust编写，采用模块化设计，可根据不同功能进行模块组合。Gavin Wood称Substrate可完全独立，就像Polkadot中继链，可以独立存在并可以完成特定任务。
