美国证券交易委员会（SEC）发布关于完善证券发行豁免框架的修订案，包含修改早期初创公司筹集资本的规则，将企业按照RegA+规则可以进行的证券发行上限从5000万美元提高至7500万美元，将根据众筹监管规定筹集的资金上限从107万美元提高至500万美元，将根据RegD规则的发行上限从500万美元提高至1000万美元。 另外，SEC还放宽了对文件备案以及合格投资者投资限度等的部分限制。该修订案将在《联邦公报》上公布60天，之后将正式生效。据Coindesk称，此举或对证券代币发行（STO）有益。
