폭스비즈니스 기자 엘리노어 테렛(Eleanor Terrett)이 소식통을 인용해 "전 미국 통화감독청(OCC) 청장 대행 브라이언 브룩스(Brian Brooks)가 상품선물거래위원회(CFTC) 외 다른 금융기관 요직 후보에 이름을 올린 것으로 알려졌다. 증권거래위원회(SEC), 연방예금보험공사(FDIC), OCC, 금융산업규제청(FINRA), 금융안정감독위원회(FSOC), 연방준비제도이사회(FRB) 등이다”고 전했다. 브룩스는 과거 “스테이블코인은 달러에 도움이 된다”, “SEC가 암호화폐 투자 불안감을 부추긴다”, “비트코인 채굴은 적은 에너지로 큰 가치를 창출한다” 등의 발언을 한 바 있다. 아울러 그는 여러 암호화폐 기업에서 근무하기도 했다.
