In December 2025, the European Commission issued its first "non-compliance decision" under the Digital Services Act, fining X €120 million. The EU accused X of offering "Blue Label certification" solely through payment, being misleading to users in its interface design, having a non-compliant advertising database in terms of transparency and accessibility, and failing to grant qualified researchers access to its public data as required.
