The US has made it clear that Iran should unconditionally allow any ships to pass through the strait; it is unclear whether Iran's latest proposal represents this concession. The source indicated that Iran remains deeply distrustful of the US and does not understand why the US abandoned dialogue in the previous round of negotiations with Pakistan.
