PANews reported on May 3 that, according to CCTV International News citing Al Jazeera, Iran's latest negotiation proposal includes three phases. Among them:
The first phase includes: "transforming the ceasefire into a comprehensive ceasefire within 30 days," "establishing principles for building an international mechanism that ensures the fighting will not resume," "achieving a ceasefire in all regions with both sides committing not to violate it again, including all of Iran's regional allies and Israel," "gradually lifting the blockade on Iranian ports in a manner appropriate to the gradual opening of the Strait of Hormuz," "Iran's responsibility for clearing mines," "readjusting Iran's previous proposals regarding compensation," and "the US withdrawal from waters surrounding Iran and cessation of new troop buildups."
The second phase includes discussions on a complete halt to uranium enrichment for a period of up to 15 years, and the resumption of uranium enrichment activities by Iran based on a zero-stockpile principle after the stipulated period expires. The plan opposes the dismantling or destruction of Iran's nuclear facilities, and proposes solutions for existing highly enriched uranium stockpiles, such as transferring them overseas or diluting their enrichment levels. Furthermore, the plan also addresses issues such as the gradual lifting of economic sanctions against Iran.
In the third phase, Iran will hold strategic talks with other countries in the region to discuss how to build a security system covering the entire region.
