PANews, June 20 – With only two weeks remaining before the U.S. Congress recess on July 4, senators are intensifying behind-the-scenes negotiations to push the CLARITY Act to a full Senate floor vote as soon as possible after the recess, according to Cryptoinamerica. Sources say bipartisan senators will meet this week on disputed provisions to discuss contentious content, notably including clarifying that developers of non-custodial software "should not bear legal liability for third-party use of their code if they did not knowingly participate in illegal uses." Law enforcement agencies had previously expressed concern that this provision could weaken accountability for on-chain illegal activities.

Industry insiders point out that as the legislative window gradually narrows, the CLARITY Act is entering a critical juncture. If it cannot be advanced before August, the relevant process may face further delays under the influence of the election cycle.
