据财新消息，11月23日下午，周小川在2020中新（重庆）战略性互联互通示范项目金融峰会上发表关于数字货币与电子支付的主题演讲。周小川认为，中国与新加坡两国之间在数字货币与电子支付之间的合作，首先应该聚焦于零售支付系统，因为在零售支付系统中，采用新技术提高效率，相对安全、有效。
