Iran has proposed a three-phase negotiation plan to resolve the issue.

PANews reported on April 27th, citing CCTV, that Iranian sources stated Iran has conveyed a three-stage negotiation plan to the US through intermediaries. The first stage focuses on a complete end to the war and securing guarantees against renewed war against Iran and Lebanon. If an agreement is reached in the first stage, the parties will proceed to the second stage, which will specifically address the management of the Strait of Hormuz. The third stage relates to discussions on the nuclear issue, but Iran will not participate in nuclear negotiations until agreements are reached in the first two stages.
